Information Service Goals
The following set of goals was assembled in a planning effort
at one healthcare system. They came from several sources
in preparation for a meeting with a planning consultancy.
In some cases they were deduced from one or more hints. One
goal was simply asserted (can you guess which one?).
- Enhanced financial viability (for [your company here])
- Continuous reduction in cost per unit of service (I.S.
and corporate)
- Improve competitive capacity
- Self-sustaining practice that contributes to research and
education
- Integrated healthcare system
- Uninhibited flow of patients and information between
facilities at all levels
- Integrated national healthcare system
- [your
company here] as single entity in negotiating, executing
contracts
- World-class information management organization
- Agile (with respect to technology)
- Responsive (with respect to business needs -- is prepared
to meet those needs)
- Effective (always delivers high quality, appropriate
solutions at reasonable cost)
- Facilitates communication throughout the enterprise
The following are from a Process Transformation effort. These
are a combination of
Goals and Objectives and it is not always easy to tell
which is which. It is necessary to segregate the
Goals from the Objectives for purposes of prioritization and planning..
- Acquire and validate information once
- Interpret data wherever it is most appropriate to do so
- Provide ready access to needed data regardless of
stewardship
- Provide an inventory of available information
- Provide a single information access point for a given
user/customer
- Provide the ability to reuse information regardless of
stewardship
- Allocate resources to promote information innovation as a
priority activity
- Develop information resources that can adapt readily to a
changing healthcare environment
- Involve customers in information planning
- Develop a process to evaluate information requests as
part
of an integrated strategic plan
- Provide standardized tools/processes/systems for
strategic
information planning
- Define and assign information custodian and stewardship
responsibilities
- Establish access to information to/from facilities in the [your company here]
system
- Adopt a common look and feel for all computer system user
interfaces
- Provide flexible access to data with minimal or no
programming
- Define/Adopt processes that insure the both customer and
developer have a clear understanding of each other's needs
- Promote innovation through constant re-evaluation of
approaches and methods
- Provide accurate cost estimates and cost/benefit analysis
- Define/Adopt processes that allow for, encourage,
reinforce
the ongoing measurement and improvement of quality
